To the Editor: We, the Haarig Area Development Corporation, endorse, unquestionably, the design and program outlined by the Lady Luck Gaming Group for their development plans for the City of Cape Girardeau particularly for their dedicated interest in reclaiming a part of "South Cape" and their emphasis on beauty as outlined in their proposal listing 19 particular items, and all of these items can be accomplished with practically no cost to the city...

To the Editor: The recent squabbling of area officials over the riverboat gaming issue is distressful. It seems to me that the focus of the issue should be regional development instead of the individual self-interest of local cities or groups. The best location for a riverboat gaming facility is the SEMO Port. I know the Missourian has voiced its opposition, but I would like to make a case in favor of the Port location...

The business of public higher education has never been much of that ... that is, a business. University of Missouri President George Russell expresses this with the passion of a reformer and the caution of one who knows change comes slowly. He believes higher education has been managed badly and has taken steps to do something about it in the University of Missouri system. While we take issue with some of his approach, we commend his effort to meet problems head-on...

JEFFERSON CITY -- State Rep. Mary Kasten of Cape Girardeau is taking the lead on a Republican version of welfare reform that she says will increase responsibilities families on welfare have. "The whole jest of this bill is we need to put some requirements and responsibilities back to the people on welfare," said Kasten, who has 42 GOP co-signers on her bill...

MCCLURE, Ill. -- Resurfacing and shoulder work along a 4.2-mile stretch of the Grapevine Trail, which leads from McClure to the Dishwood "Y," is one of a number of Illinois Department of Transportation projects that were bid on last week. Bituminous resurfacing will start on the road, known as Route 945, about five miles southeast of McClure and continue to the Dishwood "Y" about two-and-one-half miles west of Tamms, which will be the site of a new super-maximum prison...
